    State Food Commission

    The National Food Security Act, 2013 has been implemented in the state of Maharashtra from 1 st February, 2014. Sections 16 to 21 of the National Food Security Act, 2013 have detailed the structure and functioning of the State Food Commission. According to the Section 16 (1) of the said Act provides for constitution of "State Food Commission" for the purpose of monitoring and reviewing the implementation of the Act.

    According to the provisions of Section 16 (2) of the National Food Security Act, 2013, it has been provided that out of the posts of Chairman, 5 members and 1 member secretary of the State Food Commission, 2 persons shall be women members. Also, provision has been made that out of the above 7 posts, 1 member will be from Scheduled Caste and 1 member will be from Scheduled Tribe.

    Section 16 (3) of the National Food Security Act, 2013 provides that the Chairman and other
    members of the State Food Commission may be appointed from among the following persons:-

    (a) who are or have been member of the All India Services or any other civil services of the Union or State or holding a civil post under the Union or State having knowledge and experience in matters relating to food security, policy making and administration in the field of agriculture, civil supplies, nutrition, health or any allied field;

    OR

    (b) of eminence in public life with wide knowledge and experience in agriculture, law, human rights, social service, management, nutrition, health, food policy or public administration;

    OR
    (c) who have proven record of work relating to the improvement of the food and nutrition rights of the poor.

    The following procedure has been laid down under Rule 6 of the Maharashtra Food Security (Amendment) Act, 2023 for the appointment of Chairman and Members of the State Food Commission, Mumbai:-

    1. For appointment of Chairperson and members of the State Food Commission, the application shall be invited through a public notice in newspapers/website of the Food, Civil Supplies and Consumer Protection Department.
    2. The Scrutiny Committee shall short list the available candidates for appointment of Chairperson and Members of the State Food Commission. The said Scrutiny Committee shall consist as following:-
      • Secretary, Food, Civil Supplies and Consumer Protection Department of– Chairman;
      • Controller, Ration & Director, Civil Supplies under the Food. Civil Supplies, and Consumer Protection Department – Member;
      • Deputy Secretary or Joint Secretary, Food, Civil Supplies and Consumer Protection Department – Member.
    3. The list of candidates shortlisted by the Committee shall be submitted to the State Government for consideration for the appointment of Chairperson and Members.

           

    According to the Government order dated 23.05.2023, Shri. Tatoba Kolekar, Joint Secretary, Department of Food, Civil Supplies and Consumer Protection have been appointed as Member Secretary, State Food Commission.
