    PDS Kerosene Allocation And Distribution

    ALLOCATION & DISTRIBUTION OF KEROSENE

    There are instructions from the Central Government to divert the subsidized rate kerosene received from the Central Government under the Public Distribution System for the purposes of cooking and lamps. State Government has received allocation of 93,708 K.L. from October to December, 2017 (31,236 K.Ls.per month.) Meanwhile State Government has been taken voluntary cuts of 44,076 K.L. kerosene allocation from October to December 2018.Govt.of India sanctioned 49,632 K.L. (16,544 K.L. per month) for January to March, 2019. As well as from January to March, 2019 State Government has taken voluntary cuts of 18,000 K.L. kerosene allocation. State government received 31,632 K.L. kerosene allocation for quarter April to June, 2019 (10,544 K.L. per month) from Central Government. As well as from January to March, 2020 State Government has taken voluntary cuts of 20,000 K.L. kerosene allocation. State Government is receving 11,632 K.L. kerosene allocation for quarter (3877K.L. per month) January to March, 2021 from Central Government. Govt.of India reduced 4,648 K.L. Kerosene kota of State from April, 2021. Also Government of India reduced 2796 K.L. Kerosene kota of the State from April, 2022. Now State Government is receving 4188 K.L. kerosene (1396 K.L. Per Month) allocation from Central Government.

    Allocation of Kerosene is done company wise by Central Government. The district wise and company wise allocation of Kerosene is done by the State Government, considering the allocation sanctioned by Government of India and district wise requirement etc.
    The decision taken by State Government on dated 20 August 2015 regarding uniform quantum in Urban as well as Rural areas in all districts, quantum of kerosene since 20 August 2015 was as follows:

    As per Government Decision dated 20th August, 2015 all gas connection ration card holders have been disqualified from getting kerosene under public distribution system.

    The Petroleum Products :

    1. Petrol &Diesel :

      The regulation orders regarding Petrol & Diesel are issued by the Government of India. The Oil companies supplies petrol & diesel to the customers as per the guidelines issued by the Government of India. The Government of India has issued the Motor spirit & High speed diesel (regulation of supply & distribution & prevention of malpractices) order, 2005 to ensure smooth supply, distribution and curb malpractices. The gazetted officers of the state government are authorized under the aforesaid orders and are empowered for search and seizure.

    2. Naphtha:

      In order to curb the adulteration of petroleum products and to regulate the use of petroleum products/bye-products, the Government Of India has issued the Naphtha ( Acquisition, storage, sale & prevention of use in automobiles ) order, 2000. A license for consumption, sale, storage, purchase of naphtha, has been made compulsory vide this order. Accordingly, the Government of Maharashtra has also issued the Maharashtra Naphtha (licensing) order, 2009 on 14th January, 2009.

    3. Solvents:

      In order to curb the adulteration of petroleum products and to regulate the use of petroleum products/bye-products, the Government Of India has issued the Solvents, raffinate& slop (Acquisition, storage, sale & prevention of use in automobiles ) order, 2000. A license for consumption, sale, storage, purchase of Solvents, raffinate& slop has been made compulsory vide this order. Accordingly, the Government of Maharashtra had issued the Maharashtra Solvents, raffinate& slop (Acquisition, storage, sale & prevention of use in automobiles) licensing order, 2007 has been issued on 25th January, 2007.

    4. Liquified Petroleum Gas ( LPG ) :

      In order to curb irregularities and malpractices related to supply of LPG cylinder and it’s distribution the Government of India has issued The liquified Petroleum Gas (Regulation of supply and distribution)order, 2000.The field officers are empowered for search and seizure vide this order. In case of backlog in supply of LPG cylinders or grievance of customers, necessary action is taken by concerned officers.

    5. Biodiesel:
      The Ministry of Petroleum and Natural Gas of the Central Government has issued the notification “Guidelines for sale of Biodiesel for blending with high speed diesel for transportation purpose-2019” on 30.04.2019. On the lines of the said notification, the Biodiesel (Production, Storage, Supply and Sale) Policy of the State has been fixed on May 11, 2021.
